The Tamil Nadu solar pre-bid meeting witnessed overwhelming participation from various stakeholders with more than 400 people including developers, EPC, consultants and potential investors attending the meeting. Earlier this month, the solar investors meeting also witnessed a similar response.
The government on its part was also present in full strength with Energy Secretary, CMD-TANGEDCO, CMD-TEDA, Director Transmission, Generataion, Distribution and Finance, CE- NCES being available during the meeting to answer answer questions from potential developers.
Most of the questions revolved around the PPA, the nature of Letter of Credit to be provided and evacuation. Answering these questions, the officials said that the draft copy of PPA and Letter of Credits would be made available on the website within the next couple of days. With respect to evacuation a document with the power evacuation facilities and the load supported at the various districts in Tamil Nadu was circulated during the meeting and the officials mentioned that same would also be made available online.
The officials added that in case the district that the developer was bidding in was not in this list, Tangedco and Tantransco would make all attempts to provide evacuation to developers. Further, the officials would work with developers setting up large projects (100-200 MW) to come up with an evacuation plan after load flow study once the projects have been shortlisted.
It was also mentioned that projects of less than 3 MW would be evacuated at 11KV, 3-5 MW at 22 KV, 5-10 MW at 33KV and >10 MW at 110KV.
The officials also observed that electricity board would provide “unconditional commitment” to developers in evacuation planning and in ensuring that projects would come up within the stipulated time in the state to make the solar policy a grand success.
In what is likely to be a boost for developers, the officials noted that the energy generation metering would take place at the switch yard of the power plant.
All questions and clarifications of today’s pre-bid meeting would be made available online and the last date for bid submission would continue to remain January 4, 2103, the officials concluded.
